The BIS (Bureau of Indian Standards) product
certificate scheme provides QA certification and the use of ISI marks to
producers who confirm to the quality standards mandated by BIS.
The BIS Product Certification Scheme is open to
manufacturers in all countries without discrimination.
BIS Compulsory
Registration Scheme
Department of Electronics & Information Technology
(DeitY) has notified "Electronics and Information Technology Goods
(Requirement for Compulsory Registration) Order, 2012" on 3 Oct 2012 for
fifteen categories of electronics products.
Another 15 product categories were added by DeitY
under this order on 13 Nov 2014.
The products are tested for safety as per the applicable
IS standard. Overseas Manufacturers are required to have a local representative
in India who will represent the manufacturer locally and will be responsible
for placing the product in the market.
To make this program robust, Market Surveillance has
been designed to ensure compliance. DeitY’s authorised representatives will
pick the product from the market and send it to designated lab for testing and
verification. CB scheme is not applicable for this program.
This program is for the manufacturer and unique
registration is granted for each manufacturing location.
Registration is granted based on
the following criteria:
1. Manufacturer (Each Location)
2. Brand Name
3. Product type
Details for compulsory registration scheme
o
Regulator/CO: Department of
Electronics & Information Technology (DeitY) and Bureau of Indian Standards
(BIS).
o
Marking
Requirements: Standard mark for CRS or a statement “Self-Declaration – Conforming to
IS….. (Relevant Indian Standard) R-xxxxxxxx (Registration ID)” to be marked on
the products and packaging after BIS registration is granted.
o
Registration
Validity: Registration is valid for two years and can be renewed if there is no
change in the product and the standard.
o Test Report: Issued by BIS
Recognized Testing Laboratory in India (Foreign labs are not recognised for
this program) and as per the series guidelines issued by DeitY, a report can
cover maximum of ten (10) models in a series. For Sealed Secondary
cell/batteries twenty (20) models and for Fixed LED Luminaries fifty (50)
models can be covered in a series.

Laptop/Notebook/tablet, Plasma/LED/LCD TV (min 32”),
Microwave oven, Printers/plotters, Scanners, Set Top Box, Visual Display Units
/ Video Monitors (min. 32”), Electronic Games, Optical disk players, Wireless
Keyboards, Telephone answering machine, Electronic musical system (min 200W),
Mains Powered electronic clocks, Amplifiers (min 2000W) and Automatic data
processing machines.
Phase II –
(Already in force):
Power adapter for IT, Power adapter for AV,
Self-ballasted LED lamps, LED Control gear, Mobile Phones, POS, Cash register,
Copying machine, Smart Card readers, Mail processing machines, Passport
readers, Power banks, UPS/Inverter (max. 5kVA) and Fixed LED Luminaries
(general purpose).
Phase II – (Mandatory from 1st June 2016): Sealed secondary cell/batteries for portable devices.
Compulsory
registration scheme rules:
As per the Order, no person shall manufacture or store for sale, import,
sell or distribute goods which do not conform to the Indian standard specified
in the order. Manufacturers of these products are required to apply for
registration from Bureau of Indian Standards (BIS) after getting their product
tested from BIS recognized labs.
Bureau of Indian Standards (BIS) then registers the
manufacturers under its registration scheme who are permitted to declare that
their articles conform to the Indian Standard (s).

Imported products
BIS certificate is not country-dependent and it is not
needed for all products. Items for import under mandatory BIS certificate are
notified by the Directorate General of Foreign Trade (DGFT) vide their
notification that can be viewed under
ITC (HS), 2012 SCHEDULE 1 – IMPORT POLICY Appendix -
III
Currently food products, wire and cables, cement,
electrical household appliances, dry cell batteries, steel tubes, medical
equipment, automobile tires and few electronic products are covered. LED lights (self-ballasted type) for
general-purpose lighting and fixed LED fixtures are included in the mandatory
list with effect from 6th May 2015.
